Pay Range: $110,000 – $150,000 per year

Position Summary

Joink is seeking a knowledgeable and detail-driven Regulatory & Compliance Manager to lead our federal and state compliance activities. This individual will manage all aspects of telecommunications regulatory filings and serve as the primary liaison with agencies such as the FCC, USAC, and applicable state commissions.

Essential Functions

  •  Prepare and submit the following recurring FCC and USAC filings, including but not limited to:
  • Form 477 (Broadband Deployment)
  • Broadband Data Collection (BDC)
  • FCC Form 499 (Telecom Reporting Worksheet)
  • RDOF and other high-cost program filings
  • ACP/Lifeline program compliance
  • BEAR and SPI forms for E-Rate
  •  Monitor and ensure compliance with federal and state telecommunications laws and funding obligations
  •  Maintain filing calendars and submission deadlines across all regulatory obligations
  •  Support internal documentation and audit-readiness efforts
  •  Track and analyze new and proposed regulatory changes affecting broadband and telecom operations
  •  Interface with legal counsel, engineering, finance, and external consultants to ensure timely and accurate data collection and reporting
  •  Coordinate participation in grant programs such as BEAD and CPF, ensuring regulatory alignment
  •  Represent Joink in broadband compliance-related industry forums, policy discussions, and stakeholder working groups

Knowledge, Skills, And Abilities

  •  Experience with federal or state broadband funding programs (BEAD, RDOF, CPF, E-Rate)
  •  Familiarity with broadband mapping (e.g., GIS tools, shapefiles, NTIA standards)
  •  Experience interacting with state public utility commissions
  •  Policy experience with broadband classification, Title I/II issues, or funding obligations
  •  Ability to maintain a professional demeanor
  •  Ability to evaluate situations and adjust to changing priorities

Qualifications

  •  Bachelor’s degree (required)
  •  5–7 years of experience in regulatory compliance, legal operations, or telecom policy within the broadband or telecommunications sector
  •  Direct experience with FCC and USAC filings, including Form 477, BDC, Form 499, BEAR/SPI, RDOF, and ACP
  •  Solid understanding of broadband-related federal and state regulatory frameworks
  •  Exceptional attention to detail, time management, and written communication skills
  •  Ability to coordinate across cross-functional teams and manage multiple deadlines

WORKING ENVIRONMENT

  •  Remote availability with flexible schedule
  •  Must be able to work overtime with and without notice.
