Director of Development
Job Description:
The Director of Development must bring a hybrid background that combines affordable housing / LIHTC development experience with construction management credibility.
Required qualifications include:
• Minimum 7–10 years of relevant development, construction management, owner’s representative, or project management experience.
• Meaningful experience in affordable housing, LIHTC development, or closely related regulated housing development.
• Direct experience with construction oversight, GC coordination, schedule review, budget review, scope management, and field-level construction issues.
• Ability to read and evaluate schedules of values, progress claims, construction budgets, draw documentation, and GC backup.
• Ability to hold credible, technically informed conversations with GCs, superintendents, construction managers, consultants, and owner-side stakeholders.
• Experience reviewing GC bids, supporting GC selection, and contributing to construction contract negotiation from the owner’s side.
• Experience developing, confirming, or managing project Scopes of Work.
• Familiarity with lender draw requirements, G702/G703 documentation, construction cost documentation, and draw review processes.
• Understanding of how construction milestones connect to LIHTC financing milestones, conversion requirements, stabilization, and 8609 delivery.
• Experience managing or coordinating work performed directly through vendors, trades, or contractors without a prime GC intermediary.
• Prior experience supervising at least one direct report in a construction, development, owner’s representative, or project management context.
• Ability to operate effectively in a growing company where systems are established enough to provide structure but still evolving.
Preferred Candidate Backgrounds
Strong candidate profiles may include:
• Owner’s representative or project management consultant with affordable housing / LIHTC construction oversight experience.
• Development Manager or Senior Project Manager at a mid-size LIHTC or affordable housing developer.
• Construction Manager or Senior Project Manager from a LIHTC-focused GC who has transitioned to the owner/developer side.
• Candidate with a development-side career path and substantial construction exposure.
